A cloud of uncertainty hangs over the future of Irish heavy mineral sands giant Kenmare Resources’ lucrative Moma mine in Mozambique, as the company remains locked in tense negotiations with the Mozambican government over the renewal of a crucial agreement.
Despite holding rights to a colossal 9 billion tonne mineral resource, the majority nestled within the Nataka ore zone – enough to sustain operations for over two decades – Kenmare finds itself in a protracted standoff. The Implementation Agreement, vital for the processing and export of minerals from the Moma mine, was due for renewal by a firm December deadline. However, much to Kenmare’s apparent frustration, the Mozambican Council of Ministers failed to give the green light, seemingly brushing aside what the company insists is its “clear right to such an extension.”
Adding a layer of intrigue to the saga, Kenmare had expressed optimism just weeks before the deadline, stating its belief that government officials shared their ambition to finalise the renewal without resorting to potentially damaging legal battles. This confidence, however, has seemingly evaporated, replaced by a more combative stance.
In its recent quarterly production report, Kenmare revealed it is now “discussing certain modifications to the applicable investment regime” in a bid to secure the government’s approval. While the specifics of these proposed modifications remain shrouded in secrecy, the company pointedly asserted its determination to “safeguard its contractual entitlements via all means, including international arbitration” – a clear indication that the gloves are off.
A Kenmare spokesperson was quick to clarify that this wrangling over the Implementation Agreement is separate from the ongoing expansion into the Nataka ore zone. This expansion is crucial for the long-term viability of the Moma mine, promising to unlock decades of production. However, without the renewed agreement in place, the pathway for processing and exporting these future riches remains uncertain.
The impasse raises questions about the investment climate in Mozambique and the potential ramifications for a key player in the global heavy mineral sands market.
